Overview

William Charles Electric, a MasTec Company, is hiring for an experienced Estimating Manager in electrical construction.

The candidate will be responsible for the management of the electrical estimating department and its personnel, performing day-to-day functions for the firm's estimating activities such as assigning estimating resources to the multiple estimating pursuits, coordinating pre-bid attendance as needed, bid management, cost databases, estimating software, implementing/improving estimating practices and also perform those additional roles specifically outlined in the Managerial Duties and Other Essential Job Functions sections that follow.

Within the role of the Estimating Manager, the individual should ensure that William Charles Electric employees have the knowledge, training and tools required to successfully estimate, sale and construct the project.

The candidate must have superior communication, management and organization development skills. They should be able to work with other department managers to meet corporate results/initiatives and ensure that employees are familiar with procedures, forms, instructions needed for communication with other departments, including familiarity with corporate limits such as the Delegation of Authority Matrix. The candidate must develop, follow and enforce standard policy and procedures for employees. They must communicate and enforce the Employee Handbook as well as track time (weekly payroll, vacation, sick). The candidate will work with the Preconstruction Manager in the development of direct report employees, including both growth opportunities as well as corrective actions when needed.

Responsibilities

Managerial Duties:

    Responsible for managing the firm's estimating activities including, but not limited to, pre-bid attendance as needed, bid management, cost databases, estimating software, estimating publications, databases, Plan Room, and implementing/improving all estimating practices.
  • Perform functions inherent to a manager/supervisory position through directing, planning, organizing, and coordinating.
  • Conduct/attend project meetings/huddles as needed to communicate project requirements
  • Establish timelines and estimating goals for effective and timely submittals.
  • Ensure effective communication and collaboration on estimates between all disciplines and parties
  • Work closely with the Preconstruction Manager to achieve the department objectives.
  • Develop department protocol for best estimating practices.
  • Review/Approve bids, specifications, drawings and the contract to proactively solve potential issues.
  • Informs preconstruction staff of project requirements and owner directives, and develops a plan to meet stated goals.
  • Assist with the identification and negotiation of time extensions as needed with the client.
  • Responsible for the management and continued development of the estimating department.
  • Act as Hiring Manager for the department by evaluating the department needs, produce requisitions for new staffing resources and conduct interviews with candidates in conjunction with HR to evaluate the appropriate candidate
  • Perform weekly timesheet reviews of all estimating staff
  • Review and approve data submitted by staff including proposals, presentations, and contract negotiations
  • Ensure quality of services provided by the estimating staff meets project requirements.
  • Coordinate and approve employee's request for time off assuring that the department is always properly staffed.
  • Review and approve expense report that include travel, credit cards and other estimating related expenses
  • Evaluate employee's annual performance and work with the Preconstruction Manager to establish career development and growth plan for the employee.
  • Provide monthly report of Key Performance Indicators (KPI) which include types of estimates and values of estimates being produced.
  • Coordination with Construction Operations and other company executives to help effectuate the firm's strategic planning effort.

Project Turnover requirements

  • Prepared to properly turn over documents to the Construction Ops department in a timely manner.
  • Review drawings with Project Management team and highlight areas of concern
  • Review job cost with Project Management team and highlight any subs/material vendors that still need to be awarded

Subcontractor management

  • Seeks & qualifies new subcontractors.
  • Ensures timely transmission of addenda and other scope information to subcontractors.
  • Holds subcontractors to the William Charles Electric standards and expectations.

  • Mentor employees to deliver exceptional results.

Qualifications

  • Proven high-level construction estimating experience as well as leadership and mentoring skills.
  • Proven management experience, a history of leading, teaching, developing, and mentoring others successfully.
  • Demonstrates solid presentation skills and verbal/written communication skills.
  • Strong interpersonal skills and ability to work with cross-functional
  • Possess an understanding of contractual requirements, conceptual estimating, design drawings and project specifications.
  • Familiar with the industry's leading estimating software
  • Understand risk assessment analysis and have estimating abilities in multiple markets and geographic locations.
  • B.S. in Construction Management, Engineering, or equivalent progressive work experience with 7 + years of estimating on construction projects or 10+ years of experience in lieu of education.
  • Able to make decisions under tight deadlines.
  • Proven hands on experience in estimating.
  • Ability to independently produce conceptual estimates
  • Proven ability to manage multiple projects/activities in a dynamic fast pace environment.
  • Demonstrate an expertise relative to constructability as applied to construction methods and materials, and the economics involved with advance knowledge of construction, construction management, and design-build construction obtained through a combination of experience and education.
  • Experience with the following software:
    • Microsoft Project and Primavera P6
    • Microsoft Office
    • Bid2Win
